In the murky depths of the dark web, a sinister forum emerged under the name “CHEEZE PIZZA.” It was early 2025 when the Kerala Police’s Counter Child Sexual Exploitation (CCSE) team stumbled upon it during a routine cyber patrol. This forum served as a grim marketplace for links to child sexual abuse material (CSAM) and private Telegram groups where such content could be acquired. The discovery was an alarming reminder of a growing epidemic.

The Investigation Unfolds

While sifting through the digital debris of “CHEEZE PIZZA,” investigators found an image of a child who bore a striking resemblance to a Keralite. The poster had shared multiple photos and videos of the same child, prompting a deeper inquiry. What followed was months of meticulous digital tracking. The police established rapport with a suspect online to gain access to their Facebook and Instagram credentials. Anonymity obscured their true identity, connecting them across geographical locations—from Bengaluru to Thiruvananthapuram.

A crucial breakthrough came when police scrutinized the Facebook friend list of the suspect, which led them to an individual in Thiruvananthapuram. Analyzing the display pictures shared in Telegram groups linked to CSAM distribution revealed a house that matched the location they had previously identified. Upon inspection of that residence, they found the child—the suspect’s niece—who thankfully was rescued and provided counseling. The perpetrator was arrested and charged, a small victory in a war fraught with complexities.

The Role of Technology

Integral to this success was a pioneering AI tool called Katalyst. Designed for pinpoint accuracy, Katalyst sifted through vast amounts of data that would have overwhelmed investigators if tackled manually. Ankit Asokan, SP Cyber Crime, Kerala Police, emphasized the importance of technology in combating an issue that has both expanded and grown more sophisticated due to digital advancements.

“Without this tool, analyzing the vast amounts of data would take an inordinate amount of time,” Asokan stated. The integration of Katalyst marked a significant leap for law enforcement in India, incorporating AI to tackle the seemingly insurmountable issue of child sexual exploitation online.

Understanding CSAM

Child sexual abuse material, or CSAM, comprises images, videos, or digital content depicting the sexual exploitation of children. Traditional classifications of CSAM include coerced content and abusive recordings, but a new emerging category features AI-generated or digitally manipulated imagery that exploits identifiable features of actual children.

The scale of the problem is staggering. In 2024, Indian agencies received 2.2 million cyber-tip reports related to online child sexual abuse, a figure corroborated by global organizations such as the National Centre for Missing and Exploited Children (NCMEC) and the Internet Watch Foundation.

Kerala Police’s Strategies

The Kerala Police have adopted several strategic initiatives to combat the rising tide of child exploitation. Their collaboration with Kindred Tech for the Katalyst project has made substantial strides. Over an 18-month pilot period, the officers reported 96 arrests associated with the P-Hunt Operation, which aimed to disrupt CSAM circulation, protect children, and foster public awareness.

Equipping officers with advanced technological training has proven essential. In a landscape where victims often don’t come forward, the police are intervening proactively, utilizing deep dives into social media metadata and advanced digital forensic techniques.

The Mechanics of CSAM Generation

The methods of generating CSAM have evolved dramatically. Grooming often begins in seemingly innocent environments such as gaming chats or social media direct messages. Offenders may extort images from children and leverage threats to ensure compliance.

Modern technology complicates matters further. AI tools can fabricate hyperrealistic images using digital fragments gleaned from social platforms, deepening the crisis. Bree Atkinson, CEO of Kindred Tech, highlighted the alarming emergence of sextortion, particularly against young boys, indicating a dire need for urgent intervention.

Harnessing AI for Justice

The Katalyst platform significantly lightens the burden of data analysis in CSAM cases. On average, manual reviews can encompass 200–250 GB of data per case, often overwhelming for small teams. By automating the categorization and prioritization of cyber-tip reports, Katalyst expeditiously surfaces critical leads, allowing authorities to identify victims and perpetrators more efficiently.

An object-tracing technique employed by Katalyst can connect years of abuse to a single location, looking for patterns in familiar backdrops, thus facilitating proactive investigations.
