When Russia launched its invasion of Ukraine three years ago, the United States stood as Europe’s most formidable ally. The solidarity displayed by Western nations in response to Russian aggression was unprecedented, with a united front aimed at supporting Ukraine and condemning Moscow’s actions. However, recent developments at the UN have raised eyebrows and prompted concerns about the future of this alliance.

A Surprising Turn of Events

This week, during sessions at both the General Assembly and the Security Council, the U.S. took a surprising stance that seemed to align more closely with Russia, Belarus, and North Korea than with its traditional allies. Ukraine sought to commemorate the third anniversary of the invasion with a symbolic resolution that would reaffirm its territorial integrity and demand the withdrawal of Russian forces. While this resolution did pass, it garnered less support than in previous years, with many nations opting to abstain rather than confront the complexities introduced by the U.S. position.

U.S. Diplomacy: A Shift in Strategy

Washington’s diplomats actively encouraged other countries to vote against Ukraine’s resolution, instead promoting a "forward-looking resolution" that was notably brief and neutral. This alternative proposal did not assign blame to Russia and called for a swift end to hostilities, emphasizing the need for a lasting peace. One European diplomat described the U.S. approach as bullying, suggesting a lack of consideration for the security concerns of European nations. Slovenia’s ambassador to the UN, Samuel Zbogar, articulated the challenge facing Europe in adapting to this dramatic shift in U.S. policy, emphasizing the need for the European Union to take a proactive role in peace negotiations rather than merely reacting to U.S. initiatives.

Tensions in the Security Council

The UK’s ambassador, Dame Barbara Woodward, and France’s UN Ambassador Nicolas De Riviere sought to postpone the vote on the U.S. resolution, arguing that more time was needed for deliberation. Interestingly, China was open to extending discussions, but both the U.S. and Russia opposed any delay, showcasing an unusual alignment between the two nations.

Attempts to Amend the Resolution

European members of the Security Council attempted to introduce amendments to the U.S. resolution, aiming to explicitly name Russia as the aggressor and reaffirm Ukraine’s borders.
