The annual Hispanic Festival, a celebration featuring soccer tournaments, taco trucks, and lively Salvadorian chanchona musical bands, was set to attract about 4,000 visitors to a local sports complex. However, this year, the festival was abruptly canceled.

The decision to cancel the festival stemmed from heightened activity by U.S. Immigration and Customs Enforcement (ICE) agents in the Harrisonburg area. Organizers expressed concerns about potential raids targeting immigrant families and workplaces, creating a palpable climate of fear. Crimson Solano, executive director of the Coalición Solidaria Pro-Inmigrantes Unidos (COSPU), which oversees the festival, articulated the anxiety felt by the community. “While we had no confirmed reports that ICE planned to target the festival, the general climate of fear is very real,” he stated. This fear undermines the festival’s purpose: to create a safe, celebratory space for the community.

A Nationwide Trend

Harrisonburg is not alone in this predicament. Across the United States, from rural Indiana to small towns in Washington state, Latino and international festivals are being canceled due to fears of ICE raids. The impact of these cancellations extends beyond mere festivities; they disrupt the social fabric of communities that rely on these events for cultural expression and economic vitality.

The Economic Ripple Effect

The cancellation of the Hispanic Festival carries significant economic implications. Local authorities often rely on the revenue generated from permits and sponsorships associated with such events. Solano noted that the festival’s budget of $40,000 would have circulated back into the community, benefiting local businesses, law enforcement, and service providers. “Some vendors can make the equivalent of two to three months’ worth of income in just one day at the festival,” he explained, highlighting the economic stakes involved.

The Broader Context of Immigration

The fear surrounding these festivals is rooted in broader immigration policies. Under the Trump administration, ICE detained approximately 109,000 individuals in its first five months, many of whom had no criminal records. This aggressive approach to immigration enforcement has instilled fear in Latino communities, with polling indicating that 43% of Latino voters worry about being arrested by immigration authorities, even if they are citizens or legal residents.

Community Voices

Rita Fernández, director of the immigration policy project at UnidosUS, emphasized the importance of community solidarity. “We urge our community to know their rights, stand united, and demand an end to profiling,” she said. The sentiment resonates deeply within the Latino community, where the desire to celebrate cultural contributions is overshadowed by the fear of persecution.

The Impact on Small Towns

For small towns like Crookston, Minnesota, and Madras, Oregon, the cancellation of Latino festivals is particularly damaging. These events play a crucial economic role, providing a platform for local vendors and artists. In Carnation, Washington, organizers canceled its Latin Day event due to uncertainty around securing visas for performers and slow ticket sales driven by fears of ICE raids. “We’re very aware that with so many Latino cultural events being canceled out of care for community safety, this is also having a significant economic impact,” said Laura Vilches from the Seattle Theatre Group.

The Role of Immigrants in Rural America

Despite the challenges, it’s essential to recognize the vital role immigrants play in rural America. According to the American Immigration Council, the number of immigrants in rural areas increased by 5.5% between 2010 and 2022, while the U.S.-born population shrank by 3.1%. Immigrants often fill essential roles in agriculture and manufacturing, contributing significantly to local economies through taxes and labor.

Local Leadership and Community Response

In Huntingburg, Indiana, where nearly one-third of residents identify as Latino, the cancellation of the Festival Latino event has sparked anger and disappointment. The local community is grappling with the implications of a federal military installation being converted into a deportation facility, further exacerbating fears among immigrant families.

Local leaders, including Harrisonburg’s mayor, Deanna Reed, have expressed their heartbreak over the festival’s cancellation. “Our Hispanic community lives in fear every day,” she stated, acknowledging the impact of the Trump administration’s policies on local immigrant populations.

A Divided Political Landscape

The political landscape surrounding immigration has become increasingly polarized. While some Republican leaders have voiced concerns about the indiscriminate nature of deportation efforts, others remain steadfast in their support for strict immigration enforcement. The Virginia state police’s cooperation agreement with ICE, initiated by Governor Glen Youngkin, exemplifies the ongoing tension between local communities and federal immigration policies.
