Enhancing Border Security: The Role of Biometrics in Streamlined Exits

Introduction to Facial Biometric Technologies at the Border

The Science and Technology Directorate (S&T) has made strides in enhancing border security by testing cutting-edge facial biometric technologies at the Progreso International Bridge, a vital border crossing between the U.S. and Mexico. This initiative highlights the collaboration between S&T and U.S. Customs and Border Protection (CBP) to develop solutions that not only secure borders but also facilitate lawful and efficient travel for millions.

The Pilot Program’s Goals

Each year, over 1.1 million pedestrians exit the U.S. at this border crossing. Recognizing the need for a secure yet efficient process, Bridge Director Marga A. Lopez emphasized the importance of having streamlined technology to ensure safe passage for travelers. “We were interested in whatever technology S&T could bring down to us that would deliver a secure, streamlined process for pedestrians,” she noted.

A Cross-Agency Collaboration

S&T has a reputation for blending technical expertise with strong partnerships, a practice vital to the mission of the Department of Homeland Security (DHS). In consultation with CBP, Arun Vemury, S&T Senior Advisor for Biometrics and Identity, explained that the collaboration was initiated in response to a request from CBP for solutions that confirm the departure of pedestrians accurately and securely.

To achieve this, S&T coordinated with various federal and industry partners through Cooperative Research and Development Agreements (CRADAs), allowing for swift evaluations of promising biometric technologies.

Testing the Technology

In early 2026, S&T began by inviting six companies to demonstrate their technology at the Maryland Test Facility (MdTF). Following these evaluations, S&T and CBP selected three promising solutions for operational testing at the Progreso border crossing, marking a pivotal step in determining which technologies would be viable for deployment.

Prior to field testing, S&T created a replica of the pedestrian exit environment at MdTF. This controlled setting enabled the vendors to assess their installed solutions, reducing the potential for issues in the unpredictable real-world scenario at the border.

Real-World Conditions: Challenges and Solutions

When testing in May, the focus was on ensuring that each biometric system could handle variables such as pedestrian pace, clothing items like hats and sunglasses, and varying lighting conditions at different times of the day. Various configurations were tested, with cameras mounted on poles at strategic heights to optimize image capture of individuals of varying statures.

By leveraging artificial intelligence, the teams were able to generate a 3D digital model of the environment, track pedestrian movement, and analyze facial images. This allows CBP to confirm identities accurately, a crucial aspect when verifying travelers in a bustling border setting.

Operational Success Beyond the Lab

The complexities of real-world deployment were clear during the tests. “It is one thing for a technology to work in a lab…but it is significantly more difficult when the tech is deployed operationally at the border,” remarked Dr. Cameron Whitelam, director of S&T’s Biometric, Identity, and Advanced Computing Division. The technology effectively accommodated the logistical hurdles of operating in real-world conditions, demonstrating its capacity to function autonomously.

Efficiency Through Innovation

The integration of AI and advanced biometric verification technologies significantly enhances border security while streamlining processing times, enabling CBP to reallocate human resources effectively. By swiftly processing travelers, the innovative technologies help ensure compliance with U.S. laws governing entry and exit, while also elevating the standard of security at border crossings.

Positive Feedback from CBP

Larry Panetta, Director of CBP’s Biometrics Program Office, expressed enthusiasm about the pilot program’s outcomes. “The image capture capabilities of pedestrians walking through the border exit area exceeded expectations in both day and night conditions,” he said. He recognized the potential for this technology to serve as a “force multiplier,” enabling CBP to maximize resource deployment more effectively.

Overall, the collaboration between S&T and CBP showcases a dynamic approach to enhancing security without compromising the efficiency of lawful travel. With such rapid progress from concept to operational data collection, both parties see this as just the beginning of a fruitful partnership.
